Selling to the Government on GeM: How to Start

Government departments and public sector undertakings buy an enormous amount of ordinary goods and services — furniture, housekeeping, printing, IT hardware, consultancy — through the Government e-Marketplace. For a small supplier it is one of the few channels where being unknown is not fatal, because the process is standardised.

Getting registered

Seller registration is done online. Broadly you need the entity's PAN, the constitution documents, GSTIN where applicable, bank account details, and an Aadhaar-linked mobile for the authorised person. Adding your Udyam number matters: MSME status on the profile is what makes the procurement preferences apply to you.

Listing is where the work is

Registration takes an afternoon. Getting a product listed correctly can take considerably longer, because your offering has to be mapped to an existing category and its technical parameters. If your product does not fit a listed category cleanly, that is a real project rather than a form. Services follow their own category structure, and the specification you write becomes the thing buyers compare you on.

What MSME sellers get

  • Public procurement policy gives MSEs a reserved share of certain purchases
  • Exemptions from some tender fees and earnest money deposits
  • Relaxation of prior turnover and experience conditions in many bids, particularly for recognised startups

These are real advantages, but they are advantages in a competitive process — not a queue where your turn eventually comes.

The realities nobody mentions

  • Price discovery is brutal — bids are visible and comparable, and if your cost base is high, GeM will show it
  • Payment timelines are procedural: reasonably reliable, but they follow the buyer's process, so plan working capital around that rather than around a promise
  • Documentation discipline is mandatory — delivery challans, inspection reports and invoices have to match the order, and a mismatch delays payment more often than a dispute does
  • Performance ratings persist, so a rushed first order delivered badly follows you

A sensible first six months

Register, complete the profile fully, list a narrow range you can deliver reliably, and bid on smaller quantities to build a track record. Read a few completed bids in your category first — they are the best available guide to what the specification and the price band really look like.
